This is Winterscleugh, southeast of Whinash, the peak at the centre of the proposal. While being close to Kendal and Tebay many locals do not (or did not) know the name "Whinash" (let alone "Winterscleugh") or exactly where Whinash is. There are many better known local names such as  "Tebay",  "Borrowdale", "Bretherdale", "Shap Fells", and nearby "Whinfell Beacon". To use an internet term - was this a case of "Security by Obscurity"?
